Red Cross report on CIA detainees at Guantanamo

The International Committee of the Red Cross (ICRC) report on fourteen “high value detainees” held at Guantanamo is available below. The document reviews their detention under the US Central Intelligence Agency, covering humanitarian and legal concerns.

The report reviews “the risk of ill-treatment, the lack of contact with the outside world as a result of being held incommunicado, the lack of a legal framework, and the direct effect of such treatments and conditions on the persons held in undisclosed detention and on their families.”
